The act of perving on young children, often insestuously, whilst they are in the bathroom or changing. Also applies to some forms of physical contact.
The phrase was first coined in eastern hungary, when the Nivens of Debrecan, the ancestors of Paul Dacre, owner of the Daily mail, were notorious for their sexual activities. On one such ocasion Olivio niven was caught in suspicious activities with his younger sister Flora. Henceforth the term to "Niven has forever been in the urban history books as a subtle slang word for pedophiliac activities.
