What is Oh Hoho!?

Expression used when a sarcastic comment is said. Should be said as if you are in pain. The oh should take up the same amount of time to say as the hoho. Should be said with a slight mexican accent.
(Man putting an umbrella down, covered in rain)
"It's a nice day out there today"
"Oh hoho!"
