a boss or worker who talks in circles about things irrelevent to the job during explainations to make it appear that he is knowledgeable when he hardly is. someone who bullshits their way into a position and blows it.
"jim just explained for fifteen minutes what my next task was, i listened, and still have no clue was that orglash wants from me."
