A type of murder that involves cutting the victim's throat, grabbing his/her tongue, and pulling it down so that it sticks out from the wound in their throat. It becomes "Panamanian" when the doer is from Panama or has ties to Manuel Noriega's regime, which sold drugs in the US during the 80s.
Today, in Washington Heights, a 24-year-old man was found dead with his tongue pulled through a cut in his throat, a phenomenon becoming known as a 'Necktie'. The suspect reportedly has ties to Panama dictator Manuel Noriega, making the wound a 'Panamanian necktie'.
