What is Pattish?

To be a general mooch by way of never having any money or always having an excuse why their lack of funds is the bank's fault. A pattish person is generally full of B.S. They will consume any worthwhile items such as food, cigs, cash, etc. when you are not looking.
George: Yo people ate all my food and stuff
