What is Pen Oney?

A pen that you screw the bottom of it out,and take the ink out. Then you screw out the metal tip and turn it around and jam it in the plastic part of the tube.
I wanna get high but I live on the third floor and my dug and my bowl are down at my car. Fuck why don't I just make a Pen oney.
