What is Penny Polite?

One who apologizes profusely for something that they really are not sorry for but to give the illusion of feeling remorse.

Guy 1 says: "I'm so sorry for stepping on your cat."

Guy 2 says: " No, you're not you're just being 'penny polite'!"
