condition when the skin of the scrotom attaches and forms the bottom length of the penis itself, resulting in curved and tight erections. the condition can be surgically repaired. it is either congenital or caused by an aggressive circumcision.
when you have a penoscrotal web, your penis appears longer on top, and shorter on bottom. the shaft can then be covered in scrotal tissue/hair.
