What is Phca?

The acronym, PHCA, stands for Pothole Capital of America and is specific to Spokane, Washington where some potholes are actually sinkholes. Unsuspecting drivers fall into the abyss only to be found by road repair workers in the summer months. Front end alignment problems are common after hitting a PHCA pothole.
