Truckers (People who drive trucks) have a schedule to follow. So in some rare cases, instead of stopping at a truckstop to take a pee, they pee into a container or bottle of some sort, and toss it out onto the side of the highway.
This is probably fake, and if so has its origin from the TV-Series "Trailer Park Boys", and is first mentioned in Season 6, Episode 01, "The Way Of The Road".
So basically, pissjugs is something you don't want to find on your front lawn.
"There's pissjugs lying all over the place!"
"Can you get these fucking pissjugs out of here?"
