To inconvenience a large group of people by attempting to smuggle illegal objects across an international border. This pertains mainly to smuggling of fruit, meats, soil, seal-oil and other non-narcotics. This especially pertains to the smuggling of Pomelos.
"We should of left that guy at the border, he declared that he didn't have any food, but he still had those two huge pomelos. I am going to miss my flight, he really pomeloed us."
