A rare condition that prevents speech from being filtered by the brain for stupidity. The main symptom is a stream of ill-considered idiocy from the mouth. Like Tourette's sydrome for stupid people.
His utterance of "I modified the graphics code and all that changed was the graphics" was likely caused by Porkbelly's Syndrome.
