What is Powell Doctrine?

The Powell Doctrine, created by then Major-General Colin Powell during the Gulf War stated that in a war, attention and care should be given to the land on which the soldiers were standing. This doctrine is known in military circles as the 'Do not step on the flowers' or 'Please Keep Off the Grass' doctrine.
