What is Questionable Character?

man who may or may not be gay; sexual orientation is therefore questionable, making them a 'questionable character';
can be accompanied by hand motion similar to the "so-so" hand motion: shake wrist so thumb and pinkie go in opposite vertical directions.
"Look, it's Dan! ...Is that a man-purse?"
"Yeah. And doesn't he have cats?"
"Yeah. He drinks tea, too. Definitely a questionable character."
