Noun (slang)A afro-american person whom holds a college degree or occupies a position of employment due to Affirmative Action quotas and/or relaxation of entry standards or reductions in job experience or qualifications required to meet the aforementioned quotas. May or may not have earned the degree or be currently qualified/competent for the position.
Leroy's an example of a "quota nigger", he can't do his job corectly without help, and he appears too uneducated to have graduated college.
