An administrator or other figure of authority who demands ridiculous results, but does not provide sufficient information. Much like a radio, he/she gives constant, inane chatter, without actually saying anything. Basically just a waste of time.

I have no idea how I'm going to write finish this spreadsheet. I think the radio bitch is broken. More than usual, I guess.
