What is Randommer?

Randomer is a word used in Northern Ireland and I've heard it for a long while now.. don't know if it's used anywhere else.
The word randommer is a noun, referring to a person there are a few different ways in which it is used
1) People you've never met before, you've just randomly found them.
2) Someone who comes out with random statements, acts strangely, obtruse.
3) Can almost be used like a member of the general population.
1) Last night, I hung about with a bunch of randommers. They were okay.
2) Conor is such a friggin randommer!
3) Go up and ask those randommers for a smoke.
