What is Rapscallian?

A rapscallian is somebody who has no regard for rules. Usually somebody who has a lot of anger bottled up and takes it out on everything he or she is confronted by. Usually small, ugly and quite scary.
Lenny: Wow saul cave just started throwing tables at me for no reason
Douglas: Yeah, he's a real rapscallian.
Lenny: He should take his anger out on somebody else and stop bullying people.
Douglas: But thats what Rapscallians do!
