What is Re-flop?

When one buys some cheap flip flops that just so happen to be a retarded pair. By retarded I mean that nothing about them is right. (example- when the velcro strap becomes unattached and they fall off your feet as you start walking.)
(note to self: if you buy a pair of flip flops from a flea market and they only cost you $1, they will already be or they will soon become a pair of re-flops)
It also can be used to described a person who is acting like a total jackass.
"Your such a re-flop"
"Rock tard-o ROCKS!"
"Once a re-flop always a re-flop"
