What is Retardeceptionist?

A person who occupies an administrative position (namely the Receptionist or Front Desk position), who is inept and exhibits the inability to do the simplest of tasks. A combination of the words "retard" and "receptionist."
After being told that our email was down due to problems with the server, the retardeceptionist asked, "Should I call the server?"
