What is Retardicity?

Something that demonstrates a distinctive retardedness surrounding it.... more of an air than anything else, a sort of "je ne sais quois" that tells you, inherently, that this person/place/thing is truly and utterly retarded.
My buddy dave, though suave in his leather jacket and sneakers, would be flush with retardicity any time he opened his mouth.
