One who pilots a rice rocket, often characterized by neon underglows, altezza tail lights, ghettodecals and/or graphics, anything generic bought off eBay, and the ever infamous big "I can fly" wing. Likely to perform the notorious ricer flyby.

Jasper in his dated Mazda 626, fully equipped with green headlights and a coffee can bought off eBay, is a proud rice rocketeer.
