A derogatory term used to describe an individuals ongoing total and complete failure to competently complete their work or mission, due to their idiocy, administrative stupidity and stubbornness; or the result of same.
His(her)work is all screwed up. He(she)is a 'rolling cluster fuck.'
2.
Slow moving traffic on the highway caused by several people driving slowly holding back traffic and preventing anyone from passing them.
On the way to work I ran into horrible traffic. We were moving at about 45 MPH on RT3 and when I reached the top of steep hill I could see three asshole preventing anyone from passing them, causing a rolling cluster fuck.
