Someone who exhibits odd, peculiar, disturbing behaviour and/or attitudes. Especially if they are from a small town or area where there is a limited gene pool. From the dark British comedy series "The League of Gentlemen", set in the fictional town of Royston Vasey.
That guy who is making gallows and exporting them to Zimbabwe is a complete Royston!
