One who has the propensity to cause a ruckus at any given time in any public place. It is generally of a sexual nature being sexy, promiscuous or even performing lewd acts exposing various private parts to others present.

Ron is such a Ruckster and always causes a ruckus wherever he goes, especially in large dance clubs.
