Rug skittles is a process completed by dogs who have either (1) swollen anal glands or (2) an unexplainably itchy anus.
A dog doing Rug Skittles is easily spotted. The dog sits on his ass with his back feet in the air, and scoots forward.
Dogs do this on rugs because it is the best surface for itching such orifices. If you see a dog doing it on hard word or tile, call Animal control ASAP. This dog is rabid.
