a phrase used to exaggerate a basic sentence to convey a particular point to the fullest. this is very similar to fergie's lyrics in the song "boom boom pow" by the black eyed peas.
regular example: Efosa got the lady gaga album late!
new example: efosa got the lady gaga album 2000 & late! that's a mess. That's so 2000 and weak!
