What is 250 Shuffle?

When a "friend" calls you and asks for a favor (money, pot, beer, etc,) with no intention of returning the favor. This person is always identified by the prefix 250 on their phone number in the greater Salt Lake City area (Magna)
Ring Ring: " The mailman didn't bring my welfare check today so could you borrow me money for Methadone?"
"Who was that?"
"Somebody playing the 250 Shuffle"
