They are a unique combination of a semicolon, hyphen, and upper or lower case letter j which create an image of a sideways face winking with a smirkish grin.
Purpose:
To visually represent either emotion towards another or facial expression in text.
-Often used to imply that a comment is a joke ir not really serious
-Can represent flirty behavior to another
Before the J-Wink Smiley Face one would make a winking smiley face with the ) as the mouth.
;-)
But no one really "smiles" when they wink unless they are creepy-retarded... real people actually wear more of a smirkish grin. So it is a more acturate portrayal of one's expression.
