An individual, group (ethnic, national, etc.), or ideology (liberalism, conservativism, etc.) that serves as the focal point for societal rage, even when this can distract from more pertinent issues.
Sometimes being a Satan Figure only gets names hurled in your direction. Sometimes, it gets you killed.
