When there's not enough pot or hash to go around in a session with too many people, and as a result the session is wasted with no one getting high.

This situation usually occurs because of uninvited fiends who were not part of the equation to begin with.

Stoner Guy: Hey, let's smoke up this shit. It's just enough to make one jay for both of us.

Stoner Dude: Okay... oh shit, don't look now but here comes a fiend.

Fiend: Hey, are you guys rolling up? Awesome, I wanna have some.

Stoner Guy and Dude: Great, another saturated session. Bummer.
