What is Scifientist?

A person who is neither a scientist nor a science fiction writer, but writes and blogs about possible sci-fi scenarios for the future.
Although polar cities do not exist yet, there's a blogger who envisions them as safe refuges for survivors of global warming in the far distant future, and he calls himself a scifientist.
