What is Scotblivious?

When you are so oblivious to a disasterous situation, mostly that you have created, that you continue to be in a euphoric state of bliss.
My project manager is playing golf today to celebrate the fact that he is three months late developing a system that doesn't meet anyone's needs. Boy is he ever scotblivious.
