What is Scraggamuffin?

Looks unkept and will usually wear unironed clothes picked up off the floor from the night before and may not even own a hairbrush or comb let alone use one. Will wear this look without shame and perhaps with a certain amount of pride.
Andrew walked proudly out of the house after a night on the town, his neighbour thought he looked like a scraggamuffin.
2.
A person who doesn't shave and wears the same cloths to work that they did the day before.
Jon and Matt are scraggamuffins.
