What is Scum Fag?

adj. A scum fag is roll-up cigarette created by removing the excess tobacco found in cigarette ends, placing the retrieved tobacco in to any brand of cigarette paper and rolling it up. This is a practice often carried out at times of economic strife or after a night out when tobacco supplies are depleted and the shop is shut.
"Oh no Joey, I've run out of baccy and the petrol station is closed...."
"It'll be fine James, I haven't emptied the ashtray out for a few days we can just make scum fags."
