When someone, usually in a public restroom, flushes the toilet before they sit down to use it. (Term can be used whether or not something was actually in the toilet that merited flushing.)

As I was contemplating life in the Wal-Mart bathroom a man walked into the stall next to mine, setting the table before he sat down.
