What is Sew-tard?

A slow-witted and slovenly dressed resident of the far east corner of the lower east side of Manhattan. Speaks in long, rambling sentences and has difficulty forming logical connections. Maladapted to basic human sociablity. Rarely goes west of Essex or north of Grand.
"Can you believe that Sew-tard inherited a three-bedroom on the 20th floor? She is sitting on a mint!"
