What is Shin Chopper?

A person, who for no reason, decides to karate chop another person in the shin, causing major bruising. A shin chopper will rarely say sorry to their victims, and if they do, they will not mean it because they seem to think its funny.
Mel: i can't believe you just shin chopped me!
Mitch: lol that was a good chop.
Mel: it frigen hurt u bloody shin chopper!!!
Mitch: sorry lol
