This is a combination of being shit-faced and temporarily mentally retarded by the consumption of alcohol.
This is used to describe excessive drinking. When you or someone else has drank them-selves into a complete oblivion and can no longer control the words coming from their mouth, usually the moment right before black-out and or urinating on one’s self!
I had way too many drinks at the bar, I am so Shit-tarded right now I would sleep with Helen Keller right now.
