What is Shoulder Sniffing?

If their is a group of friends and somebody (not a friend) tries to join in the conversation but just finds themselves lingering on the outskirts, getting nothing but people's backs to them, they are shoulder sniffing.
Who the hell is that guy shoulder sniffing? I swear I've never spoken to him before.
