Any unplanned event that causes the closing of one lane of traffic for 30 minutes or more, as opposed to a planned event like road construction, which is planned separately. Colloquial to Southern California

As I was stuck in traffic due to a SigAlert on the 405, I glanced up at the SUV in front of me (driven by a blondebimbo, wouldn’t you know it) and saw a bumper sticker that read, “I want to be Barbie — the bitchhas everything!”
