What is Silpy?

Acting irritated, or not themselves. Like in a cranky or irritated mood. Acting upset because of a previous event, and letting it show.
Like somebody might be irritated one day, and his friend would be like "Yo man, you actin silpy, somethin happen?" or "why you silpy today man?"
