When someone appears to be skinny at first (an ectomorph) but is actually hiding a fat belly (or other body part) under saggy clothing.

Tim used to be so skinny, but ever since getting his beer belly he's become skinnyfat.

It is someone that always looks dead skinny yet seems to eat what they want and do very little exercise. It is presumably genetic.. their body is small in mass but they have a high fat, low muscle ratio.
