Dowsing someone in cologne or other flammable household liquid (not gas, or lighter fluid, etc.), and wetting them on fire. Generally accepted as illegal, as it usually results in pretty severe burns.

Named after the city where the prank recently occurred, as documented in a news story

When Clarence passed out after only 3 shots, we decided to put him in a SLO Cooker for being such a douche-nozzle.
