What is Smoke Bills?

Money used to pay for cigarettes or other fine tobacco products. Normally, but not limited to: grocery money, child support for your baby's mama, or coinage you find in your buddies pockets. This money is normally kept in a specified container or area of ones' room/home.
Me: "Hey bitch, I hope you remembered to grab that mason jar on the table."
Random guy 1:"Why?"
