What is Smoke Blower?

Someone who figuratively blows smoke up your ass or otherwise talks about someone or something as though it were a big deal, when in fact it isnt.

Also, people who say they'll do something really big, but when it comes down to it, they are "just blowing smoke." Similar to a Sunshine Blower.
