A play on the term from the prohibition years, it's a bar (usually privately owned) that you can smoke cigarettes inside of even though it's against state law.
Person 1: Lets hit a bar, wanna go to TGIFridays?
Person 2: NO WAY! I like to smoke when I drink, let's go to the Hi-Brow, it's a Smoke-Eazy.
Person 1: Awww man, I really wanted some Avocado Egg Rolls with my beer. :-(
