What is Snelly?

A peculiar olive colored frog like creature which walks with a gangly stride and subsists on food that it finds in the garbage. They are extremely rare because many think them to be extremely ugly and in 1993 United States President Bill Clinton passed the Snelly Extermination act in which gun license laws were lifted for a 6th month period in an effort to rid the country of the creature.
