What is Speckled?

As in "You got mud on your face/You big disgrace". Someone is speckled if they're worthless, acting like an idiot or has just seriously tarnished their reputation.
Jim, in a stroke of genius, has stuck a lampshade on his head and caromed down several flights of stairs on a matress and now is of the opinion that he's the coolest thing ever. "Man, you're so speckled."
