What is Spread The Wealth?

This is what Barack Obama intends to do as President and is the act of taking money (taxes) from the people who earned it and distributing it (as refundable tax credits) to people who did not earn it - the effectively spreading the wealth.
While the idea has a good populist ring, spreading the wealth is the cornerstone of Marxist/Socialist/Communist political thought.
Robin Hood taking from the rich and giving to the poor eg. taxing (taking) and distributing 'tax refunds' (giving) to the poor (not even trying to not suck at life).
Spread the wealth is a Marxist ideal.
